CJI publishes Annual Report and Accounts for 2022-2023

Criminal Justice Inspection Northern Ireland (CJI) has today (7 July 2023) published its Annual Report and Accounts for 2022-23. 
The report, which was approved by the Comptroller and Auditor General of the Northern Ireland Audit Office, shows the work undertaken by the Inspectorate during the last financial year.
“I am pleased that the Comptroller and Auditor General of the Northern Ireland Audit Office has recorded that she had no observations to make in relation to CJI’s financial statements and issued a clean audit certificate,” said James Corrigan, Criminal Justice Inspection Northern Ireland’s Chief Executive and Accounting Officer.
“During the financial year we have been required to adjust our planned inspection programme to take account of reduced resources in our Inspection Team and to accommodate a Ministerial Request received in-year.  We published five inspection reports in this reporting period and progressed a further six inspections and a review requested by the previous Minister. 
“I am pleased that all recommendations made by CJI during the financial year were accepted and monitoring the implementation and progress of previous report recommendations continues.
“This Annual Report and Accounts shows that CJI continues to maintain effective corporate governance arrangements. 
“I am delighted to be submitting this report to the Northern Ireland Assembly today, placing on record the valuable work carried out by CJI during the course of the 2022-23 financial year to support improvement and secure a better justice system for all,” said Mr Corrigan.
CJI Chief Inspector Jacqui Durkin said: “The 2022-23 financial year was particularly challenging and I am grateful to the entire CJI team for their continued commitment and professionalism to deliver the Inspection Programme.
“The review of Community Restorative Justice Ireland and its associated schemes, requested by the then Minister of Justice prior to leaving office in October 2022, required the re-allocation of inspection resource and re-prioritisation of the planned Inspection Programme.  At the end of every financial year there are inspections in progress and I am pleased that we were able to publish four reports following the Local Government election in May 2023.
“Our reduced budget for 2023-24 will impact our ability to deliver our risk-based Inspection Programme and maintain adequate services.  I understand the current funding climate is difficult for all, however, as an independent inspectorate with very limited discretionary spend and a broad statutory remit, we need to highlight the potential for disproportionate impact on our services.”
