Chief Inspector Brendan McGuigan said the review carried out in July 2014 fulfilled CJI's previous commitment to revisit the process in place for the investigation and publication of sensitive historical cases after a number of reports had been made public.

"Inspectors returned to carry out this further assessment to ensure the quality assurance processes in place withstood both internal and external challenge," he said.

"On the basis of the evidence reviewed by the independent inspection team, the Inspectorate is satisfied the systems and process in place can withstand buffeting and challenge and the independence of the OPONI had been restored," concluded the Chief Inspector.
