The report looks at the arrangements including policies, procedures, management arrangements, and working practices which are in place within the service.

Speaking following its publication CJI's Dr Michael Maguire said:  "This is the latest in a series of inspection reports by CJI that involves the Northern Ireland Prison Service.  It provides a detailed examination of the Prison Service and the reasons behind the deep seated problems which have been found to exist despite the efforts of management and levels of staffing two and a half times greater than comparable prisons in England and Wales,”

"The report highlights a number of areas and issues which the Northern Ireland Prison Service must address if it is to progress operational issues and support pro-active management to deliver meaningful change in the future," he said.
